So it looks like it has something to do with lightconditions. Interkey delay as referred to in the advanced section of the flirc GUI is an adjustable setting for the firmware for the spacing in between signals while holding down a button on your remote. Now what is strange here, is that in the afternoon (daylight) it was working fine with my TV on but when it became dusk it didn't. But if there are any functions missing, just assign a random function to a button in MyHarmony, then use the FLIRC software to learn that button on your remote. Bazinga! My Philips TV (32PFL7404h) seamed to be the little bastard that is the cause of repeating keystrokes. In Kodi, typing the letter 'M' on a keyboard during playback brings up the 'Player controls OSD,' which is apparently the only way to access subtitle downloads, as well as other video and audio settings during playback.
